These tools focus on controlling and investigating data. They are separate from identity protection and endpoint security, which falls under Microsoft Defender and Entra. 

How Purview Licensing Is Structured Across Microsoft 365 Plans

Purview capabilities are not sold as a standalone product. They are bundled into Microsoft 365 plans and expanded through add-ons. The licensing model follows three tiers, and the differences between them determine what your organization can enforce. 

What Microsoft 365 E3 Includes for Purview

E3 provides the foundational Purview layer. Organizations on E3 get manual sensitivity labeling, basic DLP for Exchange, SharePoint, and OneDrive, eDiscovery Standard with basic search and export, Audit Standard with 180-day log retention, and basic retention policies.

This is enough for organizations with minimal regulatory compliance requirements and low litigation exposure. It is not enough for environments where automated classification, endpoint DLP, insider risk detection, or extended audit logging are required. 

What Microsoft 365 E5 Includes for Purview

E5 includes the full Purview suite natively. Organizations on E5 get auto-labeling with trainable classifiers, endpoint and Teams DLP, eDiscovery Premium with predictive coding, Audit Premium with one-year retention, Insider Risk Management, Communication Compliance, and Customer Lockbox. No additional Purview add-ons are required. 

Where Business Premium Fits in Purview Licensing

Microsoft 365 Business Premium includes baseline Purview capabilities. Manual sensitivity labeling and basic DLP are available, but advanced governance, insider risk, eDiscovery Premium, and extended audit are not part of the base plan.

Business Premium is capped at 300 users and is not eligible for the enterprise Purview Suite SKU. Microsoft introduced separate add-on bundles specifically for Business Premium tenants.

Purview Licensing Add-Ons and Pricing for E3 and Business Premium

For organizations that need advanced governance without moving to E5, Microsoft offers the Purview Suite as an add-on. The pricing and eligibility depend on your base license.

Purview Suite for Microsoft 365 E3

Organizations on Microsoft 365 E3 or Office 365 E3 with Enterprise Mobility and Security E3 can add the enterprise Purview Suite for approximately $12 per user per month. This brings the full governance and compliance stack without requiring a move to E5.

After the July 2026 pricing updates, E3 plus Purview Suite typically remains at a significantly lower total cost than E5 while covering core compliance needs.

Purview Suite for Business Premium

Business Premium tenants have a dedicated Purview Suite add-on at $10 per user per month. This includes eDiscovery Premium, Insider Risk Management, advanced DLP, information protection, and Customer Lockbox.

For organizations that also need advanced security capabilities, Microsoft offers a combined Defender and Purview bundle at $15 per user per month. The combined bundle delivers much of the E5 security and compliance capabilities at a significantly lower cost and is often where small and mid-sized organizations land.

At that price point, organizations get the majority of E5 security and compliance functionality without the full E5 commitment. The threshold for moving to E5 comes down to whether capabilities outside the Defender and Purview suites, such as Power BI Pro, Teams Phone, Audio Conferencing, and Security Copilot capabilities, are required. 

What are the Most Common Purview Licensing Mistakes?

Several licensing missteps come up repeatedly in Microsoft 365 environments.

• Purchasing Purview capabilities that already exist in the base plan. Organizations on E3 sometimes add compliance tools that overlap with what E3 already provides. Before purchasing any add-on, audit what your current license includes.

• Assuming Purview is tenant-wide with a single license. Purview is licensed per user. If users benefit from a feature, they must be licensed individually. Mixing licenses across a tenant is possible but requires careful scoping to avoid compliance issues.

• Overlooking the eDiscovery transition. Microsoft retired all classic eDiscovery experiences on August 31, 2025, and the new experience is unified eDiscovery. Organizations still relying on legacy workflows need to transition to the newer Purview portal experience. 

• Skipping a licensing audit before adding Copilot. AI tools surface data faster than manual processes ever did. Deploying Copilot into a tenant with weak labeling, incomplete DLP, or limited audit coverage amplifies governance gaps that were previously invisible.

Purview licensing decisions often get deferred until something forces the conversation. The most common triggers are not individual incidents but organizational conditions that create sustained exposure. 

• AI adoption across the tenant. Copilot and other AI tools query data at a speed and scale that exposes every gap in classification, DLP, and audit coverage. Organizations that relied on manual governance processes before AI adoption often find those processes cannot keep pace once Copilot is active. Insider Risk Management, auto-labeling, and Audit Premium becomes operational necessities rather than optional upgrades. 
• Expanding regulatory requirements. HIPAA, GDPR, CMMC, and industry-specific compliance frameworks often demand capabilities beyond what E3 provides natively. As regulatory expectations increase, organizations need automated classification, extended audit retention, and eDiscovery Premium to demonstrate compliance during audits and investigations. 
• Growth in litigation exposure. Organizations with increasing legal hold requirements, employment disputes, or contract litigation need eDiscovery Premium and extended audit logging. These are not tools most teams think about until legal counsel asks for them.

Insider Risk Management detects patterns like mass downloads, abnormal sharing, and access to sensitive content during notice periods. Without the license, these behaviors go unmonitored.

The evaluation process does not need to be complicated, but it does need to be deliberate.

1. Start with your base license. Identify whether your organization is on Business Premium, E3, or E5. This determines what Purview capabilities are already available.
2. Audit what is currently activated. Many tenants have Purview features available that have never been configured. Before purchasing anything, check whether manual sensitivity labels, basic DLP, and retention policies are already in use.
3. Identify the governance gaps. Determine whether automated classification, endpoint DLP, insider risk, extended audit, or eDiscovery Premium are needed based on regulatory requirements, litigation exposure, and AI adoption.
4. Compare the add-on paths. Reference the pricing section above to match your base license with the appropriate add-on tier. The right path depends on whether governance alone is the gap or whether security capabilities are also needed. 
5. Plan for scoped deployment. Not every user may need the same level of governance. Legal, finance, HR, and executive teams often require higher-tier licensing while other departments may be adequately covered by the base plan.

Purview licensing decisions come down to three variables. Your base license determines the starting point. Your compliance and governance requirements determine the gap. And your budget determines whether the add-on path or a full E5 upgrade makes more financial sense.
